Insufficient credit balance
There are two possibilities for you to have an insufficient balance.
The second possibility is that you are at an event where the creator of the event is under a business model where the user pays for uploading photos. The user who creates the event is the one who needs to have the credits for the photographers to upload it.
You can find the event owner's contact information in the "information" field within the event menu.
